The United States, Britain and Japan met to discuss naval disarmament. They agreed to limit the size of their fleets to a proportion of 5:5:3, respectively.

The Kronstadt Mutiny
A group of sailors in Kronstadt, near Petrograd, rebelled against the government for free elections, freedom of speech, freedom of association and the right for peasants to farm their land freely. They were defeated by Trotsky (Lenin's right hand man) and their leaders were killed.

The New Economic Policy
The Kronstadt mutiny, though a failure, did succeed in opening up Lenin's eyes to problems in the country. To remedy these problems, he introduced the NEP. This was a lossening of government control and the allowing of certain capitalist ideas such as private trade, allowing the peasants to privately sell some of their surplus produce, and the returning of many small factories to private ownership.
