| To expand their empire, the Japanese turned to China and Russia for land. Russia had plans for China and Japan had plans for both. The Russo-Japanese war officially began when the Japanese raided Vladivostok, a Russian submarine harbour with no warning. |

| The First Morrocan Crises |
| Kaiser Wilhelm claimed that Morroco (a generally French occuption) would be independent under Germany. At a conference in Algeciras one year later it was agreed that Morocco should remain independent but that France should still retain her special position there. |
